Abstract


The objective of this paper is an attempt to set the idea of civic competence in its bearing upon public domain and public activity. In the article, a model of civic competence has been presented based on four components, viz. of: cognitive, evaluating, normative and action, competency. Each of these components as well as relations amongst them are characterized here in general. Next, the paper focuses on the axiological dimension of civic competence. A typology of civic competence has been constructed, consisting of four main items based upon respective sources of evaluation that constitute them. According to these four sources, civic competence might be regulated either by the universal values (type 1), or by particular values (type 2), or by group interests (either those of communities or associations) (type 3), or particular interests (type 4), or group demands (either those of communities or associations) (type 5), or particular demands (type 6). The types of civic competence distinguished above are subsequently used in the paper for characterizing main dilemmas connected with civic competence as modelled in public domain.
