Abstract

What it’s like to be aware of a citizen?

The question formulated in the title of the publication of “what it is like to be aware citizen” is an attempt towards problematization of civic consciousness regarded from the first-person ontology. The cognitive and analytical objectives coincide with the intention of Thomas Nagel question “what is it like to be a bat?”. Nagel wanted to find out what are the impassable limits of the world accessible in cognition only for the subject. Taken in the response to this question the problematization of citizen awareness includes cognitive and ontological issues related to the „quality” and not to a specific state or its subject. For this purpose, it has been adopted a grid of concepts, cognitive and analytical tools and explanatory models developed by researchers and theorists representing various disciplines of neuroscience. In order to emphasize the differences between „classic” considerations of citizen consciousness and neuroscientific point of view it was adopted- as a starting point- the concept of a third-person perspective of consciousness (external view – from observer). In the further parts of the article this thesis has been confronted with the first-person perspective. The particular stress is put on the processes of conceptual, experiential and phenomenal acquisition of knowledge by citizen. In the center of considerations one can find qualitative characteristics of consciousness determining the sensitivity of the subject as well as his/her embodied and psychic structure. Seen from this perspective, the concept of the personal role of the citizen may in practice fulfill their political and cultural functions only when its activity patterns, relationships, cooperation and competition will be integrated with neurophenomenological correlates of the ideal of citizenship. The issue of aporias and antinomies between systemic rules and rules of personal subjectivity remains open.

Keywords: civic consciousness, cognitive objectives, neuroscience, psychic structure, political and cultural functions, citizen.
